Vietnam Threatens Telegram Block Amidst National Security Concerns

Vietnam is once again witnessing a clash between digital freedom and national security. This time, the government’s target is the popular messaging app Telegram, which is being accused of being a haven for anti-state activities, cybercrime, and illegal data trading. The Vietnamese government has hinted that if the platform fails to comply with local laws, it will be completely blocked in the country.

Telegram: A Growing Concern for the Vietnamese Government?

Telegram is globally recognized for its b encryption technology and privacy policy. However, the Vietnamese government claims that the platform is increasingly being misused. A statement released by the Ministry of Public Security stated that Telegram is being used for activities that threaten national security and social order.

Reports indicate the existence of numerous Telegram groups within the country facilitating anti-government campaigns, the spread of misinformation, drug trafficking, cyber scams, and illegal data trading. When Telegram was instructed to moderate or remove these groups, the company neither responded appropriately nor offered cooperation.

Operating Without Registration

Another significant issue for the Vietnamese government is Telegram's operation without local registration. Vietnamese law mandates that all foreign digital service providers must obtain local business registration to operate within the country. Telegram has yet to complete this process.

The government argues that when a company operates within the country and processes the data of millions of users, compliance with local laws is mandatory. Telegram has not only failed to register but has also ignored government directives regarding user activity monitoring.

Instructions to Block Telegram Issued to Internet Service Providers

The Vietnamese government has instructed local Internet Service Providers (ISPs) and telecom operators to partially or completely block Telegram services. However, Telegram has yet to issue an official response to this matter.

This government action is considered part of a strategic policy to increase control over digital platforms. Previously, the Vietnamese government warned major social media platforms like Facebook and YouTube to comply with national laws and remove illegal content.

Data Verification Rule Implemented in 2023

In 2023, the Vietnamese government implemented a strict regulation aimed at making the internet safer and more accountable. This regulation mandated that all foreign digital platforms, including Facebook, YouTube, and Telegram, verify the identities of their users. Furthermore, these companies must provide the government with relevant user information when required. The government claims this will curb cybercrime, fraud, and the spread of misinformation, while also facilitating greater control over digital platforms.

Criticism and Support: A Divided Public

The potential ban on Telegram in Vietnam has elicited mixed reactions. While some digital rights activists and citizens view it as an attack on freedom of expression, government supporters argue that controlling such platforms is necessary to maintain peace and order.

Advocates for digital freedom claim this government approach is another step towards suppressing expression. They believe the government aims to set an example by banning Telegram, thereby pressuring other platforms.
