Delhi News: Parents of lakhs of children studying in Delhi have received welcome news. The Delhi government's cabinet has approved the School Fee Act, which will curb arbitrary fee hikes by private schools. This decision will bring significant relief to parents who have been burdened by escalating fees every year.
Absence of Fee Control Law Until Now
Until now, Delhi lacked a clear law to regulate the determination and increase of fees in private schools. Education Minister Ashish Sood stated that Chief Minister Arvind Kejriwal, after listening to parents' concerns, took the issue seriously and issued notices to schools. However, a law was necessary for a permanent solution. Therefore, the 'Delhi School Education Transparency in Fixation and Regulation of Fees-2025' has been approved.
Bill Prepared in 65 Days, Impacting 1677 Schools
The government claims that this bill was prepared in just 65 days, showcasing good governance. Its implementation will directly benefit 1,677 private schools in Delhi and the parents of the children studying there. Previously, the 1973 Education Act lacked stringent controls on fee increases.
Three-Tier Committee to Determine Fees
Under this Act, three-tier committees will be formed to monitor fee increases:
School-Level Committee – This 10-member committee will include school management, teachers, and 5 parents. The participation of SC/ST and women representatives will be mandatory. This committee will determine fees based on the school's needs and infrastructure.
District-Level Committee – Headed by the Deputy Director of Education, this committee will be activated if a decision cannot be reached at the school level.
State-Level Committee – This 7-member committee will hear final appeals. If 15% of the school's parents are dissatisfied with a decision, they can appeal.
Heavy Penalties and Revocation of Recognition for Rule Violations
If a school violates this law, it can face a fine ranging from ₹1 lakh to ₹10 lakh. Furthermore, the school's recognition may be revoked, and the management may be dissolved and brought under government control.
Furthermore, if a child is harassed for non-payment of fees, a penalty of ₹50,000 will be imposed for each child. If a resolution is not reached within 20 days, this penalty will be tripled, and the school's recognition may also be revoked.
