Uttar Pradesh Cabinet Approves New Transfer Policy and Cost-Effective Power Purchase Agreement

UP News: A significant cabinet meeting chaired by Chief Minister Yogi Adityanath was held on Tuesday in Lucknow, the capital of Uttar Pradesh. The meeting approved 11 crucial proposals related to the state's development, administrative reforms, and infrastructure. The most notable proposals included a new transfer policy for state employees (2025-26) and an agreement to purchase cheaper electricity from Adani Power Limited.

Approval of Transfer Policy 2025-26

The state government approved a transparent and time-bound transfer policy for government employees.

Under this policy:

All transfers will be completed between May 15th and June 15th.

  • Officers of Group 'A' and 'B' who have completed 3 years in the same district and 7 years in the same division will be mandatorily transferred.
  • Employees posted in divisional offices for more than three years will also be transferred.
  • Employees with differently-abled children will be posted in areas with better medical facilities.
  • The government order of May 13, 2022, will be fully implemented.
  • A maximum of 10% transfers will be carried out in Group 'C' and 'D', and a maximum of 20% in Group 'A' and 'B'.
  • All transfers will be conducted online through a merit-based system.

Decision to Purchase Cheaper Electricity from Adani Power

The cabinet meeting decided that Uttar Pradesh will now purchase electricity from Adani Power Limited at a rate of ₹5.383 per unit.

This decision will:

  • Result in savings of approximately ₹2958 crore over the next 25 years.
  • Ensure the state's energy needs are met through a cheaper and stable source.

New Parking Policy for Urban Areas

A new parking policy has been approved to address the parking problem in cities.
Key points:

  • Parking projects will be constructed under the PPP (Public-Private Partnership) model.
  • The facility will be launched in 17 municipal corporations in the first phase.
  • Multi-level parking will be provided along with vehicle cleaning and e-charging facilities.
  • Licenses will be issued for 5 years, and the rent will be determined by the municipal corporation.
  • A 9-member committee will be formed for monitoring and operation.

Change in Status of the State Tax Department

The State Tax Department has been reclassified from a commercial department to a service department. This will facilitate the acquisition of land required for the construction of office buildings.

Changes in Transportation Policy

The Department of Transportation approved a new 2025 policy for the establishment and operation of Uttar Pradesh State Carriage Bus Stations and Tourist Bus Parks.
